PetCo, in my town, offers what is pretty comprehensive pet insurance. I don't have it for my dogs, but a co-worker does and it even covers his Aussie's hip displasia.
Cats, being smaller, can be less expensive to treat.
Still, any policy which does cover a big expense can be worth it. A policy with a low ceiling, though, can be a worse choice than the "self insure" method I described here, especially if the cats are young and healthy, and can build up a good fund for a possible emergency.
Another way to save is to feed the cat high-quality canned cat food (one that's all meat, with no grains, would qualify), or even a well-made raw food. It might seem more expensive at first, but you can more than make it up through the cat's increased health and fewer visits to the vet.
